I always thought parties at local parks worked great at that age. One with a great playground. Let them play, do one planned activity, food/cupcakes go home.
This, no need to overdo it. We went to a party like this the summer between K and 1st (pre-covid) and it was great.
+1! We went to one similar this past summer. There wasn't even a playground, but there were cicadas... so plenty to keep the kids busy! Something I have learned though is that if you're thinking of a DPR park or a site in Rock Creek Park, check on bathroom availability. DPR rec center may be right next to a park but closed on Sundays. And some sites you can reserve in RCP look great until you realize bathroom requires a drive.
