It's better than saying, "Thanks, but I don't want to be friends with you." But talking about "levels" is dumb Mean-girl status crap. If you don't want to spend time with someone, don't spend time with them. It's not like they are going to be all broken up that you don't want to be their friend. Honestly, if you told me the first thing, you're basically saying, "Sorry, I don't have time to be friends with you." I would just figure you were one of those people who thinks they are so important because they are so "busy" all the time, or thinks of themselves as so popular because they have so many "social commitments," like they are a store who isn't taking applications any more, and I wouldn't really want to be your friend anymore.
