People become idle and uneducated because their parents aren't involved in their life and education. Parents aren't involved in their life and education because they can't afford to, because they weren't educated, because they are addicted to drugs, etc. Fixing this issue requires a holistic approach that will be extremely expensive and take generations to fully realize, but there's no other way.
