No matter how you look at it, your mother is dead wrong here.

Either:
It's your DD's choice (her hair, etc), in which case this is none of your mother's business; or

Your DD is too young to have agency over her hair, in which case this is YOUR choice (as legal guardian) and this is none of your mother's business. [/quote]
