Your mom seems crazy. Like a PP, I also thought this would be about a disagreement over COVID risk.
Your daughter’s hair will grow back. It’s her choice as to how she wants to cut it. It’s not like she’s done anything permanent to her body.

No matter how you look at it, your mother is dead wrong here.
Either:
It's your DD's choice (her hair, etc), in which case this is none of your mother's business; or
Your DD is too young to have agency over her hair, in which case this is YOUR choice (as legal guardian) and this is none of your mother's business.

I have always let my DD make her own choices about her hair. She decided at 5 she wanted a bob to match her American Girl Doll, Kit. I would never have thought to cut her hair that short b/c I grew up with long, long hair as a young girl, but it was adorable. When she wanted bangs a year later, she got them. She regretted them, but c’est la vie. It is her body, her choice, and it will grow back!

Oh, I thought this was going to be about covid. No, your mom is completely wrong.
Also, as somebody whose mom refused to let me get a haircut until I was a teen, good for you and your daughter. Our parents' generation is weirdly sentimental about kids not getting their hair cut.

You mother gets absolutely no input on your daughter's hair and she's crossing a big boundary by giving you grief about it. Your daughter's hair will be much healthier and manageable with the longer ends cut off.

No, she doesn’t think kids should choose things like the clothes they wear, what activities they do, and clearly if they get hair cuts.

Your daughter's wishes for her own body/hair override your mom's opinion all day, every day. Let her be furious, what's she gonna do, come and glue the hair back? Forbid future cuts?

No, it’s her body and her choice. I let my DD decide when to get her ears pierced too, I explained what they do and told her it was up to her. She was 5 but then we took them out for gymnastics a couple months later and she refused to put them back in. She’s 8 now and still doesn’t have them redone. Oh well.....
