That may all be true, but he's going to easily win reelection.

The other at-large spot will be filled by someone who gets very few votes. More people will vote *against* this person than for this person, yet they still will land a spot on the Council. It's a profoundly stupid system. [/quote]

Yep and it only exists as a form of affirmative action for conservatives.  Congress wrote these rules.[/quote]
