But, it would not take a constitutional amendment to carve out a new state out of everything except the National Mall and adjacent areas. In particular, it didn't take a constitutional amendment to give a portion of DC back to Virginia, nor did it take constitutional amendments to add states. The constitution does not set a specific size or location for DC.[/quote]
