Parents and family may spectate at youth sports gatherings with appropriate social distancing. That said, I believe county rules can take precedence over this so for example Howard Co released this. allowing games, tournaments, etc: https://www.howardcountymd.gov/News/ArticleID/2024/News061620b This article indicates Anne Arundel is the same, as are Queen Anne, Cecil, Hartford counties: https://www.capitalgazette.com/sports/ac-cs-sports-returning-lacrosse-clubs-coronavirus-20200617-3bdiiund6fhgjfirjrxmbcfsx4-story.html But Montgomery Co is not allowing recreational facilities to open yet, Soccerplex is renting fields but games not allowed, so I don't think games are allowed in Moco, can't find anything definitive for PG Co either, and haven't looked in to Baltimore County or City.
