As far as I can tell the state allows it, but some counties don't.
This release allows youth sports in the state:

Specifically:
2. Youth Sports Gatherings and Events
A. All youth sports gatherings and events may resume sporting and other customary operations as of 5:00 P.M. on June 12, 2020 for outdoor activities and 5:00 P.M. on June 19, 2020 for indoor activities. Parents and family may spectate at youth sports gatherings with appropriate social distancing.
That said, I believe county rules can take precedence over this so for example Howard Co released this. allowing games, tournaments, etc:

This article indicates Anne Arundel is the same, as are Queen Anne, Cecil, Hartford counties:

But Montgomery Co is not allowing recreational facilities to open yet, Soccerplex is renting fields but games not allowed, so I don't think games are allowed in Moco, can't find anything definitive for PG Co either, and haven't looked in to Baltimore County or City.
