MCPS yesterday said: "The decision on the reopening of school buildings is a decision made by state and local school and health officials. Once a decision is made, Dr. Karen Salmon, State Superintendent of Schools, will announce the reopening and will communicate directly with school districts and the public. Similarly, MCPS is working closely with state and local health officials around opening child care in school buildings. We appreciate how critical these decisions are for our community." https://www.montgomeryschoolsmd.org/departments/publicinfo/community/school-year-2019-2020/coronavirus-update-20200621.html According to Dr. Salmon on June 10 per the MSDE website: "School systems will now able to bring small groups of students and staff into school buildings for summer school programming. After consultation with leading public health experts, that would mean having between 10-15 individuals maximum at a time in rooms within school buildings." It sounds like the State has OKed opening school buildings but MCPS has not? But MCPS's message mentions the State as if to say it's not under their control? I am sure there is more to this story but I am getting the distinct impression MCPS is not being totally honest.
