Council does not have to approve them, but generally does. They'd have to pass a law that requires Council approval, but then it wouldn't really be an Executive Order. Council can introduce and pass any law it wants. Including dealing with the stay at home orders. The Executive can veto it. The Council needs six votes to overturn a veto. By the time all of that is done, the stay at home restrictions will likely be over. Also.....the Council as a whole generally agrees with the Executive on this. [/quote]
