We’ll check in with Ehrlich in May 2021. Who knows, we might never come back, only to sell the house.

Is that true? Can anyone point me to a reference that describes the authorities of the Montgomery County Executive and the Council?
2A 17 outlines the procedure for Executive Orders. Council does not have to approve them, but generally does. They'd have to pass a law that requires Council approval, but then it wouldn't really be an Executive Order.
Council can introduce and pass any law it wants. Including dealing with the stay at home orders. The Executive can veto it. The Council needs six votes to overturn a veto.
By the time all of that is done, the stay at home restrictions will likely be over.
Also.....the Council as a whole generally agrees with the Executive on this.
Thanks. That's really helpful.
And yes, I sort of assumed the council is happy to let Elrich do his thing while telling their constituents that it's not their fault.
By the way, you seem someone quite well-versed in all this. What did you mean by referencing the stay-at-home order? The stay-at-home provisions were removed in the 070-20 executive order, no? I keep hearing people, including Elrich, say we're still under a stay-at-home order, but I don't see that in 070-20.

I understand that 10,000 foot description, but why can't the council pass a law that opens daycares?
