This is why when I hear all of the 'Federal Government' complaining I have to roll my eyes. There is no part of this that could not have been run 100% better by competent local government. Who was in charge? If contracted, who had oversight? You have one job, run a homeless COVID quarantine site on the down low in DC. Maybe garbage disposal should have come up in the planning process or daily meeting.[/quote]

But you have to have a policy that says that this is not allowed or why would you expect the employees to know that. Or maybe if there had been proper practices established, they should have catered meals and served then in a staff breakroom to the employees. All things that could have been worked out when a quick rehearsal run of the operation was conducted before accepting patients.
