This is why when I hear all of the 'Federal Government' complaining I have to roll my eyes. There is no part of this that could not have been run 100% better by competent local government. Who was in charge? If contracted, who had oversight? You have one job, run a homeless COVID quarantine site on the down low in DC. Maybe garbage disposal should have come up in the planning process or daily meeting.
Oh, and don’t let staff wear full PPE to go to restaurants, etc, off site, this potentially exposing the public to the virus.

Mayor Bowser and her administration have outdone themselves in the incompetence department, at a DC run COVID facility that is failing to follow basic health and sanitation protocols. Dumpsters at a previously undisclosed DC quarantine center for symptomatic patients at the Days Inn across Connecticut Ave Ave from Park Van Ness in Northwest overflowed with trash bags of bed linens, gloves, hospital gowns and food waste.
