Simple.[/quote] It won't balance out because even with state funding, which has been declining steadily relative to inflation, the in-state tuition is not sufficient to run the university. What would happen is that everyone's costs would go up and land somewhere in the middle between the current in-state and out of state tuition.[/quote]
