So yes, I think it's unkind of people who have laptops and desktops and nannies to take up the spots of people who might have to do elsewhere to sign up and snag a spot. [/quote] Maybe you should campaign for set-asides based on income. It's not unkind for people to sign up for a program that is open to them according to the rules established by DPR. [/quote]
