Well it turns out Baby Blossom has never been a retailer for that brand, has never placed an order and does not even have an account or ability to do so!  The vendor was fabulous and also livid.

At this point, aside from going to small claims court, I am just trying to find the right contact in fairfax govt or licensing to lodge a complaint. It’s more a matter of principle at this point, as baby blossom clearly thinks they can just keep several hundred dollars without recourse. I don’t live in fairfax or even fairfax county and couldn’t find an appropriate contact on their website. Does anyone have any suggestions?  Thanks [/quote]
