Here's the part I particularly noticed, at the very end:

It’s fine if they are actually built to code.  And if there is actual enforcement.

But, there is currently very lax (if any) enforcement.  Drive through any of the neighborhoods where landlords blatantly flaunt the law - in Silver Spring or Rockville or Wheaton.

It’s not safe and it’s detrimental to the neighborhood.  Overcrowding an area that is already overcrowded benefits nobody, except the greedy landlords.[/quote]
