The issue is paid family leave. Silverman sponsored the bill which passed the Council and became law. Bowser is apparently siding with the business community on the issue as she is supporting a candidate who opposes paid family leave. In addition, Silverman has been very tough on oversight and the Bowser administration apparently resents having her looking over their shoulders.
Thanks. OP here. Paid family leave (and childcare) is expensive, but it's critical for working families - if you want to keep families in cities you need policies like this. Also, I was struck by just how many non-white canvassers there were out for Elissa. Good for her that she's attracting many supporters even those who aren't exactly like her. And I was surprised to hear that many of them were down on Bowser. Interesting.
But the bill could have been written better. As it is, it serves thousands and thousands of families who DON'T live in DC but work here. It would be better if this was limited to just families who actually live in DC. But DC employers will have to pay for it and it won't incentivize families to move int the district.
That's the nature of employment laws. DC's minimum wage law applies to residents of MD and VA who work in DC.
