I don't understand this process.[/quote] The problem is that the first round of analysis caught the SB off-guard (I suspect because the staff brought in their own agenda that sent the analysis in a different direction than the SB expected), both in its results and in the resulting community outcry. Now they're scrambling to do a more thorough analysis and engagement process without blowing the end-of-calendar-year deadline to have not just the locations but all of the boundaries set before the option lottery process for 2019-20 starts in January. Yes, it would have been handled differently at the outset, but once we were in the middle of it and faced with either having an awkward community engagement process or having virtually no community engagement at all, awkward was preferable to none.[/quote]
