Regardless of what people think should or should not happen, there will be no neighborhood preference. Not for anyone at in any program at any site.

As to whether they should or not, I think if they did what you suggested, what would happen is that the really affluent families who wanted a particular choice school would buy their way in via houses in the designated walk zone, resulting in lower-income families being pushed out even more.[/quote]
