Good grief. An education and family is life insurance. If the breadwinner dies you get a job. If you can't do anything go on welfare, foodstamps , section8 and Medicaid. On what planet do people think there is a business that can make money insuring people with depression or skin cancers loved ones with a boatload of money to help them avoid life?
That's nice if you have a "breadwinner." In our household, we both work. If one of us dies, the other one will presumably KEEP working. You can't get welfare, foodstamps, section 8 and Medicaid for a dead person. The kids would get some SS survivors benefits until they are 18 but it's not going to replace the salary and benefits of a GS-15 government employee. Also, I don't think you understand actuarial science or how risk is priced. There are businesses that insure 80-year-olds. There are business that insure people with HIV. As others have pointed out, there are business that insure active-duty military. If a business can find a way make money, they will do it.
