So to your main question: if you are interested in TR (either campus) I definitely don’t think it is a waste to put it on your list, because I don’t think you should assume that all the spots will be taken by transfers.

(3) Even if you don’t get in in the initial  round you may get a wait list offer.  We have had a couple new students in my child’s K class — a few prior to count day as people got offers from other schools but we had one new child arrive just last week.
