They're losing a lot of business to places like Arlington and Alexandria that allow dogs on patios. Especially now that it's fall and the weather is nice outside.
Also, Loudoun County is becoming THE place to go to visit wineries and breweries, most of which allow dogs. I was at one this weekend and a majority of the cars in the parking log were from DC & MD and most had dogs with them. It's rare to go to brunch or dinner in Arlington and not have at least one dog on the patio. I've also yet to encounter any ill-behaved pooches while dining out.
+1 Aside from their simple existence at the restaurant I'd love to know what behaviors they've seen that cause them to be so deadset against them. I've never seen a dog pound on a table, scream/bark repeatedly, throw food, run through the restaurant, defecate at their seat, etc.
