In heavily democrat districts, it doesn't matte, people expect that sort of corruption and embrace it. But in places where there's a even mix, it almost always favors republicans. Look at the sixth district in Maryland. The ONLY way the democrats could win that district was to expand it one hundred and fifty miles and add fifty thousand more democrats to it.
