The 30% statement, which has been used since the "merger" is misleading. It is not a goal of 30% admission to the high school, but rather 30% eligible to take the test. Eligibility requires a certain GPA and standardized testing score. My understanding is that since the "merger" only a couple of FS kids have been admitted to the HS.
The improvement is visible. This change takes time to get teachers / programs in place and for kids to go through a couple years. Also, the school has a lot of OOB (lower SES). This is changing I've noticed the last 2 years and more IB kids stay. The school will be a good prep for a good shot at SWW HS, but we're a few years from that.
From what I understand the principal and staff are also very supportive of kids wanted to get into Ellington and McKinley. They're really trying to encourage the kids to do well so that they can follow the path that is right for them.
