So why can't they force charters?[/quote] Because DCPS is funded differently. For 2016-17 a DCPS school budget is created / funded based on its 2015-16's enrollment. Charters are funded on the number of students that are in a school in October 2016. This creates issues for schools in both sectors. [/quote]
