There are actually a bunch of programs - Google "Montgomery County Baseball Association", "NVTBL", and "MABA" and you'll find lots of Maryland based travel teams.
In my experience, the best program is the one that makes your child happy to be playing. I recognize that sounds like an obvious answer, but the kids spent hours and hours together; they have to like their teammates, the coach, and the grind, and it's obvious when they're not having fun any more.
See if there's a team based at his school - it might be more fun for your child if they know other kids. (Just speculating.)
There are a bunch of quality summer baseball camps that are fun; my kids have done Kidball, BCC, and Baseball Zone. All were unique but they enjoyed it and learned a bunch.
