Actually there are a few summer camps that take 23 month olds, they are half day and do several activities not just those you listed. Do your research, thanks.

Any one know a good year round Nursery school or a summer camp in the Bethesda/Chevy Chase/Friendship/Tenleytown area? 2 to 3 days a week half days OK.
It seems most of the one's Ive found require kids to be 2 already or take a summer break.
