What is this front light we saw yesterday?

DH and I were driving on the highway yesterday, and there was a pickup truck behind us with a light as bright as a headlight that looked like it was coming from it's dashboard. The light was scanning side-to-side. They also had regular headlights.

With googling I've found the closest matches to be adaptive headlights and a Knight Rider light, but neither of those seem to right. I don't think adaptive headlights scan side-to-side very fast (and this car had regular headlights). The Knight Rider add-ons all seem much dimmer.

Any ideas on what this could be? It was very distracting, and I'm somewhat doubtful it's legal. But it seemed like it was installed in the vehicle.

Probably off-road lights. When installed on a brodozer, it acts to warn others that the driver is a douchebag.

Thanks. Seems like what we saw (though I can't find a front light that scans...maybe they installed a rear light in front).

It was truly obnoxious...I am doubtful they are highway legal.

Maybe strip LED lights.
