It not too late at all!
Where are you located? Most of the major rinks sponsor a Learn to Play program, where you'll get a starter set of gear plus lessons for a very reasonable fee (essentially you pay for the lessons and the NHL sponsors the gear which includes pretty much EVERYTHING).
If your daughter doesn't already ice skate, you'll need to start with some ice skating lessons to get the basics down.
Where are you located? I'd be happy to suggest rinks if you can list your general location.

Definitely not too late! If she doesn’t have skating fundamentals down definitely do skating lessons before joining a team. The downside of ice hockey is equipment is expensive, ice time is expensive and you’ll find yourself driving all over creation for games.
