Part time Nanny - PTO?

If Hiring a part time nanny - like 3 days a week, how do you determine their pay, and PTO?

In DC and Maryland there is mandatory sick leave that accrues per hours worked.

6 days off a year which is two weeks. Guaranteed pay.

Pay is determined by the nanny’s education and experience. And is actually set by the nanny herself.

PTO is accrued but legal holidays are paid outright.

We did an an hour each of sick/vacation per 24 hours worked.

Pay is set by the nanny so you list your pay range and then find applicants within your range.

PTO should be two weeks worth (so if she works 3 days per week, give her 6 days per year of PTO) and then paid holidays that fall on work days

I'm in DC and I've never heard about this. Can you provide more information?
