Roosevelt Bridge — why so ugly and run down

Woodrow Wilson, Memorial, Douglas Bridge all look amazing. Why do we still have the Roosevelt rusting away, not even a coat of paint?

Because it was built in 1960-1964 and DDOT, I.e., the District, keeps bumping plans to update or replace.

It may be replaced and renamed “Statehood Bridge” after DC becomes the State of Washington, Douglass Commonwealth
