Is that the style at her school? The high schoolers in our area don't wear knee high boots, they're more likely to wear Bean boots, Uggs, sneakers

I don't think knee-high is popular with young people these days. My teen wears my riding boots sometimes, with leggings. She also likes ankle boots and Ugg’s.
