Why did the idiots at VDOT open the 95 hot lanes the wrong way 7/5

What idiots at VDOT thought the hotlanes should be open the opposite direction of the beach on 7/5 the day of 4th of July when everyone comes home from the beach. Why don't the hotlanes change based on traffic? Dumb as hell.

When the 95 and 395 Express Lanes are open

Weekdays:

Closed for reversal – 12am to 2:30am (except on Monday)
Open northbound – 2:30am to 10:30am
Closed for reversal – 10:30am to 12:30pm
Open southbound – 12:30pm to 12am

Saturday:

Open southbound – 12am to 2pm
Closed for reversal – 2pm to 4pm
Open northbound – 4pm to 12am

Sunday:

Open northbound – 12am Sunday to 12am Monday

OMG, OP! YES!. My wife and I sat in that hellscape on Monday. As we started approaching the HOV lanes, I pulled out the EZPAss in the hope that they were open. I couldn’t believe it, but there it was. A handful of cars traveling southbound while the rest of us were stuck in that parking lot. We cursed those idiots over and over!
