Car that doesn't have its temp tags yet

When you buy a car from a private seller in DC, can you get a ticket for not having license plates before you have a chance to get temporary plates from the DMV? I didn't find that mentioned on their site. Or can it be parked legally but not driven yet?

They claim to not be enforcing invalid registrations but that will resume June 1. Unclear if that is only expired registration or includes unregistered cars.
