Does anyone know if it's true, or merely coincidental, that Parks and Recreation based an episode on MoCo's current County Executive?

In 2007, Marc Elrich invited the ambassador of Venezuela to advise on social programs, before Ike Leggett and others full throatedly rejected the idea. A year later Parks and Rec made that episode with the Venezuelan communist officials who were rude to Leslie Knope. I've heard that Elrich and MoCo inspired this episode. Does anyone know if this is true?
