ECNL has created four regional boys leagues. What is the difference (or purpose) between those regional leagues and the primary leagues?

1. Regional focus (relative to full ECNL) so less travel
2. Lower level of play, on average
3. No national showcases or championships

This is a power play by ECNL to get as many teams as possible under their umbrella. Eventually there will be pro/rel between the leagues.

Exactly.

A Team - ECNL
B Team - ECNL-R
C Team - ECNL- (to be determined)
