American Rescue Plan childcare $$

My understanding is that the American Rescue Plan included money for "$39 billion in dedicated relief for the child care industry, including $15 billion for the Child Care and Development Block Grant (CCDBG) program and $24 billion for a child care stabilization fund." In practical terms, what does this mean for getting needed money to childcare providers? Will it be done through the states? Are providers likely to see any meaningful amounts?
