Puppy with young mother

Forgive my ignorant questions: Would a puppy's health be affected if her mother was also a puppy -- around 7 months old when her litter was born?

No. The puppy will not be affected. A dog can have puppies in her 1st heat although most reputable breeders would wait

Are these puppy mill puppies coming through a rescue? Either the 7 month old’s being impregnated was an accident on the owner’s part or this is the work of a puppy mill. Puppy mill puppies are probably generally not as healthy as puppies from reputable breeders because there’s no health testing of the parents.

I'm pretty sure our rescue dog's mom was a young puppy and while we've heard it's not good to breed a young puppy, we also have never been told that there's anything wrong with our dog. She's a Sato (street dog).
