Thanks, so what happens then? Are kids placed in another pre-K program or are they denied a public option?

THey are denied a public option. Most people I know send their kids to a private preschool. We use a church based preschool for our 4 year old and it is $280/month. He goes 3 mornings a week and will go to public kindergarten in the fall. I have no doubt that he is ready for K - in his preschool they are practicing letters and writing and are starting to sight read. They do math and have music and science class. They also do a little Spanish.
