I went there 15 years ago for 10th grade so things could be different now....

I found there was a culture of bullying that I didn't find at the other 2 MoCo highschools that I attended. It was so bad that bullying was done to children with handicaps regularily as well as the typical nerd/geek/drama kid bullying. I remember kids on crutches getting tripped and spectrum children getting taunted non-stop. I also attended Blair and Wheaton and did not find the same type of cruelty.

I think there is a culture there of families that have a bit more money than some of the neighboring communities and I felt like they thought they were superior.

I remember on the first day of honors government class the teacher announced that she knew that half the kids in the class didn't deserve to be there and that they got spots in the class simply because their wealthy parents felt a sense of entitlement and pushed the school into it. My poor/smart friends and I were quietly amused at this truth. The teacher taught that whole year so I assume she got away with saying this or maybe only got a slap on the wrist.

Rockville HS has a fairly new IB program in the last couple of years.

I went to HS there at around the same time and honestly never found any of this. Yes, there were teasing and drama but I don't recall any hard core bullying.
And I highly doubt that the wealthy families had enough push to place thier kids in the honors classes. From what I recall, every one of those kids who were in the honors courses and those in the top of their class were there because they were truly smart and bright kids who absolutely deserved it- rich or not.
