Who decides whether an incoming 7th grader will be placed in remedial classes?

Have any of the student's 6th grade middle school teachers suggested an IAP?

My kid got placed into Responsive Writing, I think it was called, with no discussion from his 6th grade teacher at all. I was annoyed. I called the MS and told them to take him out since I had engaged a private tutor. They didn't really argue.

Reading Specialist here... In FCPS, the middle school reaches out to the 6th grade teachers for reccomendations on the Reading Intervention classes at middle school. This is typically based on performance on SOL's, etc. Usually the middle school counselors meet with the teachers to talk through which intervention elective is the best fit.Not sure how it will work this year since last year they didn't take the SOLs.
