At that age I enjoyed historic teen romance, i.e., Jane Austin books and Charlotte Bronte.

My girls are older now, but some that they liked at that age are:

Ally Carter
Gail Carson Levine
Trixie Belden mysteries
Interworld by Neil Gaiman

Mrs. Polifax (I read the first one out loud to my girls and they got into it. I think we went through the whole series. Although the main character is a grandmother who decides to spy at the height of the cold war, which doesn't seem likely to appeal to teens, the books are really well written.)

Also good:

Dark is Rising series by Susan Cooper
Keeper of the Isis Light by Monica Hughes
Reckless Magic series by Rachel Higginson

Journey to the Center of the Earth
Ronia, the Robber's Daughter
Bibbi Bokken’s Magic Library
The Obedience Drug
My Sweet Orange Tree
The Little Prince
Everything and a Kite

SO many great new YA novels, wow:

Concrete Rose (prequel to The Hate U Give which is fantastic if she hasn’t read it)
Clap When You Land
Grown
Heroine
Be Not Far From Me
The Music of What Happens
One of Us is Lying
Fighting Words

So so so many more I can recommend. What does she like?
