Should my 4yo be in pre-k or kindergarten next year?

New to DC, and I'm confused. Should my 4yo be in pre-k or kindergarten next year? She will turn 5 on November 11th. (In NYC, where we're from, she'd be in pre-k next year.)

she will start Kindergarten the year she turns 6.

Are you in DC? If she's going to public school the cut off date to turn 5 is Sept 30th (for Kindergarten), so she will be in Pre-K next school year. Not sure about VA and MD.

In MD the cutoff date is September 1. If the child is 5 on September 1, the child should be in kindergarten.
