Yeah it is just not true that he is no longer in charge. He is still is commander of the National Guard for the District of Columbia. It is just that since 1949 the dc guard has been delegated to the secretary of Defense (Truman’s executive order 10030 which was superseded by Nixon’s Executive Order 11485). Back in 1969 Secretary of Defense Laird further delegated authority/control via memorandum of the Army portion of the guard to the Secretary of the Army and air portion to the Secretary of the Air Force. As president he could rescind that executive order to take back control at any time. Hopefully, he doesn’t read this.

Authority to activate various capacities of the Armed Forces and National Guard are delegated all the time. You can delegate down. You also retain authority. It just allows for a smaller and potentially shorter decision making cycle.
