Many school districts in PA were hybrid / in person to start the fall and then planned stoppage during Thanksgiving- Christmas break restarting some time in January . Have family who are teachers in Bethlehem, Northampton, Lehighton districts. It sounds like most in the Allentown - Bethlehem area were open.
