No ticketing for any residential parking during covid?

Online, DC says they have suspended ticketing for expired resident permit parking. Is ticketing for all resident parking suspended? I moved to DC but haven't been able to get an appointment, so I don't have an "expired" DC permit (since I don't have one at all).
Does anyone know if you can park in resident parking until the health emergency is ended? |

| Yes enforcement has been suspended. Meters too. Just don’t park in a no parking zone (hydrant, bus stop, etc). No rush hour restrictions either. |
