No. The Ivy League is actually a sports League, made up of the schools that a PP listed out above.

If part of your question is whether Johns Hopkins is an excellent school, then you might want to check rankings like the ones done by the
US News & World Report, but it is widely viewed as being a very good school, often ranked in the top 10 in the US.

But many schools are just as good as ivys and JH is just as hood as some Ivys.

And Hopkins is the number one research institution because of APL, not the University.
