OSSE expansion shcools

I was wondering if any of you had any insights on whether the DCPS/WTU agreement will have any effect on the OSSE expansion preschools. My son has a virtual spot at an OSSE expansion preK school that is open in person for 2 classes with a promise of opening a 3rd class when OSSE approves it.

Please forgive my ignorance but I don't know how this works and whether it will have any effect.
